Rakuten Capital's Saemin Ahn says Southeast Asian VC needs a different model because good startups get far less "oxygen" than in the U.S. Only $10.7 billion flowed into the region in the first nine months of the year, just over 1% of $679 billion globally, per Founders Forum Group and Dealroom.
